Isabel Palafox has a graduate degree in Economics and Business Studies from the University of Valencia in 1979. In 2004, she also took the Executive Business Course at the ESADE business school.

She has been a civil servant of the Regional Government of Valencia since 30 December 1985. In March 2016, she was appointed Deputy Director of Tourism, launching the new regional Law on Tourism, Leisure and Hospitality. Before this appointment, she held a variety of different positions within the Tourism Sector, linked to the management and coordination of initiatives to promote and market Valencian tourism, as well as the planning, development and promotion of Valencian tourism resources, Tourist Information Offices and the Tourist Info. network. She has taken part in analytical research on the growth of tourism based on statistical information in driving the planning and management of grants, incentives and subsidies based on quality, sustainability and accessibility. These target Municipalities and agents from the Tourism Sector.
